Israeli Border Police soldiers guard a large construction site in Beit Arye settlement, where a new neighborhood was planned to be build. Civil Administration inspectors handed out a warrant to the site manger to stop construction in the site, following Israeli government decision to freeze construction in West Bank settlements for 10 months.
